The Commonwealth of Pennsylvania’s Dual Response to Rite Aid Closures – Rapid Response and Service Loss Gap Analysis

 

In May 2025, Rite Aid filed for Chapter 11 bankruptcy nationwide. The company then announced plans to close all of its approximately 1,900 U.S. stores. As the headquarters state, Pennsylvania was particularly hard hit. The state had 280 stores slated for closure, in addition to the 98 that had already closed before the announcement. Warehouses and corporate headquarters were also affected. This closure accounts for 19% of in-state pharmacies.

This case study explores how EconoVue facilitated Pennsylvania’s Rite Aid Rapid Response efforts. It also examines how EconoVue conducted a gap-analysis visualization to identify “pharmacy desert areas” and the service-loss impact to citizens caused by closures.

South Bay WIB Rapid Response Case Study

In October 2024, Phillips 66, a Texas-based company, announced plans to close its two Los Angeles campuses, scheduled for December 2025. This large-scale layoff is expected to affect approximately 600 union and non-union employees and 300 contractors. Since the two campuses span two workforce regions. The response effort required a collaboration with the South Bay Workforce Investment Board and the City of Los Angeles Workforce Development Board.

EconoVue Facilitated a Strategic Response to the Francis Scott Key Bridge Collapse

 

On March 26, 2024, the collapse of the Francis Scott Key Bridge dramatically affected the regional business ecosystem and workforce. This bridge was crucial for the Baltimore Beltway (I-695), linking Dundalk in Baltimore County with Hawkins Point—a remote southern area of Baltimore crossing into Anne Arundel County.

Anne Arundel Economic Development (AAEDC) and Anne Arundel Workforce Development Corporation (AAWDC) quickly mobilized to gauge the impact and support affected businesses. The dependency on the bridge for employee transit and port-related commerce called for a targeted response to maintain local economic integrity.

EconoVue Accelerated the Success of a California County Relief Grant Program

 

California County Relief Grant Program Case Study

A Workforce Development Board (WDB) from a county on the Pacific coast in the State of California received a directive from its Board of Supervisors to identify small businesses in its districts that are eligible for relief grant funding. Initially, $1.2 million was allocated to support the most vulnerable companies with fewer than 50 employees in the most vulnerable sectors impacted by the Pandemic.

There was a real urgency to help vulnerable small businesses impacted by the Pandemic. Over 90% of small businesses in the County have fewer than 50 employees, spanning an expansive geographical area.

EconoVue Enabled Targeted Business Outreach for Competitive COVID-19 Grant Program

 

COVID-19 Grant Program Case Study

The Workforce Alliance of the North Bay (WANB) spans California’s Lake, Marin, Mendocino, and Napa counties. The WANB Region is larger than some states and represents 2% of the California economy, with $46 billion in business revenue and $56 billion in personal income.

All four counties offered micro-business COVID-19 Relief Grants through the local small business development centers (SBDCs) and economic development organizations. The grant provided $2,500 to eligible businesses. The challenge was to quickly narrow down the target audience for outreach to a competitive micro-grant program, given the rigorous eligibility requirements for micro-businesses.
